Separate SQL MIAA from SQL Instance tile (#20244)

* Made SQL MIAA a new tile from New Deployment

* Remove MIAA from SQL tile. Fix helptext for MIAA tile.

* Switched positions of sql miaa and pg tiles. Made New Instance have miaa instead of sql tile.
