SQL Agent configuration for Operators, Alerts and Proxies (WIP) (#621)

* Initial non-refactored SQL Agent alert classes (WIP)

* Move agent classes into subdirectories

* Refactor the agent config code a bit more

* Add more implementation for handlers

* Clean up agent alert class
