Use netstandard for coreservices DLL (#676)

* Use netstandard for coreservices DLL
- This is possible thanks to recent updates that target SMO bits using netstandard

* Fix localization failure during dotnet pack
- Namespace changes on SRGen, so updated references to accept the name change
